		<description>Well, if you went to dark nets, sure, there is no real way to regulate that. However what the government can regulate is the ISP&#039;s, which the majority of people get their connection from.  Also, how would you propose stopping the ISP&#039;s from having a tiered service and throttling? Most big ISPs (Time Warner and AT&amp;T for example) have been pushing hard for the former (luckily with little success thus far) and there has already been examples of the latter happening, particularly with Comcast and Qwest.</description>
